Pradhan Mantri Grama Sadak Yojana

The government, in a bid to give better rural connectivity launched the Pradhan Mantri Gram Sadak Yojana (PMGSY) in December, 2000 as a centrally sponsored scheme to assist the states(as the roads are in the State list of VII schedule), though rural roads are in the state list as per the Constitution. The primary objective of the Yojana is to provide connectivity by way of an all-weather road (with necessary culverts and cross-drainage structures, which is operable throughout the year), to the reliable unconnected habitations as per core network with a population of 500 persons (as per 2001 census) and above in plain areas. 
In respect of ‘Special Category States’ (North-East, Sikkim, Himachal Pradesh, Jammu and Kashmir and Uttarakhand), the desert areas, the tribal (Schedule V) areas and 88 selected tribal and backward districts as identified by the Ministry of Home Affairs/ Planning Commission, the objective is to connect eligible unconnected habitations as per core-network with a population of 250 persons and above (Census 2001). The programme envisages single all weather connectivity.

With a view to ensure full farm-to-market connectivity, the programme also provides for the upgradation of the existing “Through Routes” and major rural links to prescribed standards, though it is not central to the programme.

By 2017, 133km per day is being pursued whereas in 2011-14, only 73 kms per day was being completed. In LWE affected areas, this scheme will be implement to connect the villages having the atleast 100 persons to bring all those villages in the course of Indian Development.

So far, 1.78 lakh villages have been covered and 4.66 lakh km are laid.

Madhya Pradesh is most benefited state out of this scheme. this state has created 63,500 kms. it is followed by Rajasthan and Utter Pradesh. 

In 2017-18 budget, finance ministry has announced RS. 19,000 crore


Special Specifications:-

* PMGSY, which is implemented by Ministry of Rural Development, has to meet the specifications stipulated by the Indian Road Congress. All these roads are covered with five year contract. 

* It is mainly financed through the Cess on diesel.
