Pradhan Mantri Kaushal Kendra PMKK: India has just surpassed the United Kingdom to become the sixth largest economy in the world. In February last year, it left behind China and became world’s largest growing economy.The International Monetary Fund (IMF) predicted that India will continue to grow with a projected increase in GDP by 7.6% through 2017.
While we celebrate this tremendous leap in the economy of our country, we also need to remember the contribution of skill development in Indian economy.India can have a sustainable economic growth only if it continues to focus on skill development of its youth.
The Government, through Ministry of Skill Development and Entrepreneurship MSDE and National Skill Development Corporation NSDC, is making continuous efforts to skill the unskilled population of the country with the vision of taking full advantage of its demographic dividend and to make India, the ‘Skill Capital of the World’.Pradhan Mantri Kaushal Kendra PMKK is a giant leap in establishing a model and iconic centre of excellence for skill development.

UNDERSTANDING PRADHAN MANTRI KAUSHAL KENDRA PMKK
The skill development training has been majorly conducted on footloose training infrastructure.Understanding the need of setting up a benchmark training centre, PMKK was visualized. The Ministry of Skill Development and Entrepreneurship has created detailed guidelines for the Pradhan Mantri Kaushal Kendra.

The Pradhan Mantri Kaushal Kendra PMKK is an exclusive multiple skill development centre with state of art infrastructure that runs industry driven courses of high quality. It also focuses on employability, thus creating aspirational value for skill development training.

The Government aspires to open one Pradhan Mantri Kaushal Kendra PMKK in each district with the help of various stakeholders of skill development. National Skill Development Corporation NSDC is the implementing Agency for establishing Pradhan Mantri Kaushal Kendra PMKK.
NEED FOR ESTABLISHING PRADHAN MANTRI KAUSHAL KENDRA PMKK
India has a population of more than 1.25 billion and only 4% the workforce is skilled.The current system of skill development training lacks required infrastructure, relevant courses, and quality standards. Thus Pradhan Mantra Kaushal Kendra PMKK is a much-needed step. Each Pradhan Mantri Kaushal Kendra PMKK will:
Create benchmark institutions that demonstrate aspirational value for competency based skill development training
Focus on elements of quality, sustainability and connect with stakeholders in skills delivery process
Transform from a mandate-driven footloose model to a sustainable institutional model
MAJOR COMPONENTS OF PRADHAN MANTRI KAUSHAL KENDRA PMKK PROJECT

ROLE OF NSDC IN PRADHAN MANTRI KAUSHAL KENDRA PMKK PROJECT
National Skill Development Corporation NSDC plays a pivotal role in Pradhan Mantri Kaushal Kendra PMKK project. It is the implementation Agency for the project and is mandated to provide support to the training partners in establishing Pradhan Mantri Kaushal Kendra PMKK. NSDC is working as a Networking Manager and is providing following support  related to Pradhan Mantri Kaushal Kendra PMKK Project:
1 Training Partners Empanelment: The NSDC is mandated to empanel training partners for implementing the PMKK project as per the guidelines. The guidelines mention the partner selection and centre setup process.
2 Network Management Operations: NSDC is providing process support in terms of information related to courses, financial support, operational protocol etc.
3 Monitoring: NSDC is also the monitoring body for the project. It is mandated to monitor the entire process of skill development at each Pradhan Mantri Kaushal Kendra PMKK.It is supposed to monitor various aspects of mobilization, training assessment, certification, placement and tracking of the employed trainee.
MAJOR GUIDELINES FOR PRADHAN MANTRI KAUSHAL KENDRA PMKK
The Pradhan Mantri Kaushal Kendra PMKK specify criteria and the roles played by various stakeholders. Following are the major guidelines related to the implementation of the Pradhan Mantri Kaushal Kendra PMKK project:
Guidelines to become a Training Agency for PMKK
Following entities can become Training Agencies*:
1 Existing skill development/vocational training agency
2 Educational Institutions/ Academic Institutes/ Universities Corporate entities
3 Corporate Partners:
*The above entities should be registered under any Indian Trust Acts or any State Society Registration Act or any State Cooperative Societies or Multi-State Co-operative Acts or Indian Limited Liability Partnership Act or Indian Companies Act with at least three years of existence.
Guidelines related to the Project Components
Geographic Coverage
The Pradhan Mantri Kaushal Kendra PMKK is to be established across the nation using cluster-based approach. NSDC has released a list of 124 clusters for Pradhan Mantri Kaushal Kendra PMKK. Each cluster has been identified using socio-economic, demographic and skills training coverage indicators.
In order to increase the participation and the challenges faced during clustering, following states and Union Territories have not been cluster: Andaman & Nicobar, Chandigarh, Dadra & Nagar Haveli, Daman and Diu, Lakshadweep, Puducherry, Arunachal Pradesh, Jammu and Kashmir, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura.
Allocation of Cluster to Training Agency (TA)
Training Agencies will be responsible for setting up Pradhan Mantri Kaushal Kendra PMKK at each district of the cluster allocated.
In states and union territories where clusters are not identified, TAs will have to set at least two districts. Incase of Lakshadweep, Chandigarh and Dadra & Nagar Haveli, a single district can be allocated.
Infrastructure Related Mandates
The categories under Pradhan Mantri Kaushal Kendra PMKK have been identified on the basis of their population. Also, there are sector and course related mandates for these Pradhan Mantri Kaushal Kendra PMKK.
There are also standards for each PMKK to follow for the following aspects:
Branding: Each PMKK has standard dimensions, design and branding theme. NSDC will support the PMKK in implementing the branding specifications for the centres and other communication tools.
Biometric Attendance: Each PMKK needs to have biometric attendance system.
Location: A PMKK should be well connected to major roads and should be easy to commute.
Equipment: A PMKK should have the latest equipment, smart classrooms, biometric attendance to be used as training aid and equipment.
Hostel facilities: As per the program guidelines the hostel facility should be available.
Room for counseling, mobilization, and placement: A specific room/rooms should be available at each PMKK for counseling of students and guardians, mobilization, and placement related activities at the PMKK.
Audit: Before the PMKK becomes operational, it should undergo a detailed audit for compliance with the mandatory infrastructure norms and the results shall be made available online within seven days. Incase of no adverse reporting, the centre can start functioning from the next scheduled cycle.




Guidelines for Financial Support
The implementation Partner National Skill Development Corporation NSDC also provides financial assistance to various training partners interested in implementing Pradhan Mantri Kaushal Kendra PMKK project. This financial assistance can be in two forms:
Capital Expenditure: The financial support for setting up of PMKK. This does not include the creation of immovable properties such land, building etc.
Loan for greenfield infrastructure: Incase of greenfield infrastructure, the maximum limit for CAPEX is INR 70 lakhs. The loan is on a collateral basis. The expenses, in this case, can be made for:
1 Training infrastructure including purchase of machinery and equipment
2 Training aid and other associated items
3 Civil work including setting up prefabricated structures and retrofit existing structures
Loan for brownfield infrastructure: Incase of brownfield infrastructure, the CAPEX is also limited to INR 70 lakhs but the expenses can be made only on the following:
1 Training infrastructure including purchase of machinery & equipment
2 Training aid and other associated items
Promoter’s contribution: The NSDC provides a financial support of maximum 75% of the total capital required. Rest 25% is promoter’s contribution.
Loan Period: The loan should be repaid within 3 years including 1 year of moratorium period.
Interest Rate: There are different rates for setting up PMKKs in various categories of districts. In case of A and B category of districts, the interest rate is 6% p.a. In C category districts, the interest rate is 3%. In case of those districts that are not a part of these categories, the interest rate is 0%.

Operation Expenditure: The sustainability of the PMKK is supported by dedicated training numbers under Pradhan Mantri Kaushal Vikas Yojana (PMKVY) or its successor schemes (any other scheme under MSDE). Each PMKK will be provided a training mandate for three years, under the PMKVY scheme.

Guidelines for Training Delivery Support

The PMKK is supposed to train candidates as per PMKVY or any other scheme as mandated by MSDE. NSDC, however, will support it in inculcating an on the job training and implementing the training module as per the set standards. NSDC will also extend its support in becoming self-sustainable models and conducting training programs that do not have Government grant.
